A Framework for Cooperation in Defense Equipment and Technology
On December 11, 2024, in Ulaanbaatar, Japan and Mongolia formally signed a groundbreaking agreement. H.E. Mr. Igawahara Masaru, Japan’s Ambassador to Mongolia, and H.E. Mr. Sandag Byambatsogt, Mongolia’s Minister of Defence, finalized the Agreement Concerning the Transfer of Defense Equipment and Technology. This pact establishes a structured framework for transferring defense equipment and technology between the two nations, bolstering collaboration and security in the Asia-Pacific region.
Key Objectives of the Agreement
The agreement aims to facilitate joint defense projects that contribute to international peace and security. These projects will involve the transfer of specific defense equipment and technology, determined through mutual consent. A central goal is ensuring transparency and proper use of all materials and technology exchanged. The agreement also prohibits their use for unauthorized purposes or further transfer without explicit consent.

Establishing Oversight Mechanisms
To ensure compliance, a Joint Committee will oversee all aspects of the transfer. This committee, composed of representatives from relevant Japanese and Mongolian ministries, will confirm project details, assess security implications, and finalize terms for each transfer. Diplomatic channels will play a vital role in facilitating information exchange and decision-making.
Benefits for Both Nations
For Japan, this agreement strengthens its defense industry by fostering technological advancements and production capabilities. Mongolia benefits from access to advanced technology, enhancing its defense capacities. Implementation and Long-Term Commitment
The agreement will enter into force after both governments complete necessary procedures. It includes provisions for safeguarding classified information and respecting international laws. Initially set for five years, the agreement will auto-renew annually unless terminated with 90 days’ notice. Even after termination, clauses on information protection and equipment use remain binding.
